You might want to check out the answer for SWOTL and the complete setup here at VOGONS for the way to make it work.

The directory structure for SWOTL requires that three DOS utilities are to be located in the x:\DosGames\Lucas\DosUtils sub-directory for the game to function. The utilities are APPEND.EXE, JOIN.EXE, SUBST.EXE which are never used with either the NTVDM or DOSBOX. The best way to run the game is with DOSBOX.
