As an owner of the original game, I remember that it came with a book called "What Happened When?" that could be used to find the answer to every clue in the game. I don't remember if it also came with an instruction manual, but this book is where the promotion clues are telling you to look. Seeing as how the book is nearly 1500 pages, I doubt you'll be able to find a scan of it anywhere. As a standalone reference book, it's actually pretty good (not that people use such books anymore).

gumpy I love Carmen Sandiego games, and this is one of the best in the series.

Sebatianos Have you tried looking for the answer instead a manual?

The question require acctual knowladge (not some weird manual stuff), so if you get a question about the treaty between an Indian Tribe and the US government (signed in a certain year) you shouldn't try and find the manual to get the answer, you should look up the treaty and you'll see which tribe it is.

A manual oriented questions would be (quoting from the review):

Blackhawk441 Does anybody know where to get the promotion quiz answers? I couldn't find the manual on Google, but someone's found the promotion answers on most of the other Carmen Sandiegos.

hungSolo South of the Canadian border, at least, we refer to the Stanley Cup playoffs and the Stanley Cup finals. I suppose "tournament" isn't that far a stretch.
