Anti-spyware programs running on your computer could erase cookies while you are running IE. I know this is the case of Spyware Doctor, for example.

If that's what is happening, most programs have an ignore funtion for specific files.
NO cuz i dont have any antyvirus/spy or whatever programs. But I already switched to Firefox so i dont care

gregor did you allow history as well?
which explorer version do you have? also IE can be found on many magazine CDs so i would suggest you found some new version and reinstall it.

as for your startup screen:

in your main windows folder there are 4 files called:

-logos.sys - this is the pic where it says "it's safe to turn off your computer"
-logow.sys - this is the picture where it says "windows are shutting down"
-clouds.bmp - (i am not sure if this is correct english name) - this is the start up screen)
-setup.bmp - (this is the windows logo)

there should be another file like those logo - only for startup. i can't find it's name.
anyway you can change these logos. but you have to give them the same name as they have origianly and their size should be 320x400x256 pixels and they should be saved in BMP filetype.
basically you can draw something by yourself in windows Painter (in accesories), save it in that size and as .bmp file and then all you need to do is rename (let's say to logow.sys) and put it into windows folder.that way you can change those startup (and loging off) screen into anything you like.

hm the ie thing might be that you've set it not to store cookies when you quit ie.
someone else should have a better answer.

as for the startup screen. its a startup screen, dude. is it worth reinstalling windows over? no. forget about it!
