Glop Demon It has some weird quirks (like only allowing you to stack two units in any particular square), but it's a lot of fun. Especially if you take the time to really learn all the ins and outs of the system to come up with your own units and scenarios. I've built a somewhat passable version of Steve Jackson's GEV and a fun fantasy battle system that's sort of rock paper scissors-like. Swords beat spears, spears beat knights, knights trample swords, archers beat anything that's far away but die quick in close combat, etc.

If you're willing to spend a night or two really fleshing out the units, you can create just about anything.

thebes These kind of games were good back in the day. Hard to find a lot of good wargames back then.
