Try Adventure Game Studio (http://www.adventuregamestudio.co.uk/) it's free and it's quite powerful! We also have some forumers who can give you advice on how to use it.

AGS is currently the best "engine" for making an adventure game.

Start with that, and if you don't like it, you can later easily switch to something more complicated, or to something with bigger resolution.

AGS is great, yes, but I don't have the requirements!
I cannot draw!
An I cannot get backgrounds and characters and other pic without braking copyright rules...

Try drawing a few simple bits in MS Paint, soon you'll find out that you're getting better at this.

He means he's forced to take pics of other games as he can't draw new ones. 's A common thing to happen.

is it breaking copyright laws if you modify an existing image?

That probably depends on how much you modify it. For example if you have a character which is identical to, say, Leisure Suit Larry, except that you've added a moustache, you would probably still be breaking copyright laws. Whereas you wouldn't if you modified the image so much as to turn Larry into a blonde woman. I think.

I think it is, it's like if you modify a song, you still need clearancee for it...

Use this as a rule of thumb: If you've edited at least 50% of the original pixels, you're safe. Of course, just doing a flood over them with a different colour, like giving Larry a black suit instead of a white one, doesn't count.
