Not a chance. It isn't the age alone of the title that has to be considered. You have to take into account whether it's still being made; and even if it isn't being made, whether the developers or publishers still hold the rights on the product.

The developers, PopTop Software, still own this one.

And there was a Railroad Tycoon III not so long ago... so I don't think its legal to put the second one up
