When ever i try to run setup.exe it says "This game requires Microsoft Windows" I am using windows but it still will not allow me to install it. What do i do?

Specify your OS please.
Windows?
1? 2? 3? WfW? 95? 98? ME? W2K? NT? XP? Vista? W7?
32? 64?

Great chances you'll need dosbox +W3.x to run the game on your PC.

Then you'll need to run the game in dosbox/W3 or VPC/W98SE.
Easiest solution will be dosbox/W3 , see links posted above.

64 bits versions are not able to run 16 bits programs like Sim Tower. You will thus never be able to play it on a vanilla install of your 64 bit version.

If it's a 16-bit Windows program, it will run in Windows 3.
Windows 3 runs in DOSBox.

Thanks but i just have two more question you say not to but it in "C:\" root but would "C:\Dosgames" be acceptable? Also i mount it in DOSbox right?

mounting c:\ in DOSBox is also perfectly resonable. It is simply not recommended because newbies who don't know better don't realize that by mounting their c:\ drive they actually play with their current folders they see when they use the Windows counterpart...
