Before I owned a computer, I used to go to the local community college. They had rows of Mac Classics that required boot disks. Anyways, I generally used them for word processing, since they only had one game. This game was a very early-90s, or an 80s game. It was a strategy game that had very simplistic graphics, I believe the buildings were either, red, blue or grey, and I think the map was mostly black, with white for the ocean. The object was to conquer the world, and you did so by building units in your factories, which took several turns. I cannot seem to find it on MobyGames.

Dig a bit in the Macintosh Garden @ HotUs, they have a lot of old Mac games that aren't listed on Mobys.

Well the review for that game said it was based on Empire. They have Empire Deluxe (http://macintoshgarden.org/games/empire-deluxe) there, maybe it was that or just Empire. Which I couldn't find there.

That or the school Macs had older GPUs/monitors ..... you mentioned they required boot disks.

Boot disks ... those were the days! What a mess, completely worthless! XD
