I'm searching for a game similar to Floor 13, in which you can control of covert operations and secret armies or something like that from your office. I am looking for a espionage/political game in which you play as a director of an organization, more less... I will appreciate a lot any help. I don't care about the year of creation. Yeah but I fear his tastes are a little ... niche-oriented.

A fun game I can recommend: Evil Genius. Be a typical James Bond villain, create an evil hidden base on a tropical island and kill agents that come snooping around.
