This is a very old game, from the 80's. I have absolutely no idea if it was ever released for DOS (I played it on my C64). I can't remember the name or the publisher, but here's a couple of facts (?):

You commanded a sub/diving bell in Loch Ness. I think it was a diving bell, because I think you could only go up or down. I'm not sure about this.

The whole purpose of the game was to find Nessie.

I think it was a LucasFilm game, but a visit to LucasArt revealed nothing.

Any idea of the name, platform, where to get it and so on? Thanks in advance.

Edit: Your view was through the portholes into a quasi 3d environment. I can't remember about the instruments.

It isn't Lochjaw (http://www.mobygames.com/game/atari-2600/lochjaw), that's what I can say.

And I can say it's Terror of the Deep (http://www.thelegacy.de/Museum/3154) and thus [REJECTED: NON-PC SYSTEM]. Now go and find a copy to play, attaboy! :D

It isn't a maze game, more like a 1st generation simulator in a quasi 3d world.

Didn't you see my edit from only a few minutes after I posted?

Uh-Oh! Now I did... Ok, thanks a ton anyway :) I too think that must be it. Now I only have to find a C64 copy and an emu.
